รศ.ดร.อุไรวรรณ ธนสถิตย์ รองอธิการบดีฝ่ายวิชาการ มหาวิทยาลัยหอการค้าไทย กล่าวถึงที่มาของทุนรัตนมงคลนี้ว่าเป็นชื่อที่ได้รับพระราชทานนามจากสมเด็จพระเทพรัตนราชสุดาฯ สยามบรมราชกุมารี ทรงมอบให้มหาวิทยาลัยหอการค้าไทยเป็นปีแรก โอกาสนี้มหาวิทยาลัยฯได้เพิ่มจำนวนทุนการศึกษาจากเดิมจำนวน 40 Cost per year. 265 ทุนต่อปี เพื่อเปิดโอกาสให้นักเรียนทั่วประเทศที่มีผลการเรียนดีได้มีโอกาสเข้าศึกษาต่อระดับอุดมศึกษา ไม่เพียงเท่านี้ยังได้เพิ่มทุนหลักสูตรภาษาอังกฤษอีก10 ทุนเป็นปีแรก
