2.Who holds a degree or other qualification at equivalent level. 3.50
A PhD qualification.

2.ผู้สมัครที่มีผลการเรียนเฉลี่ยสะสมรวมทุกภาคการศึกษาที่ผ่านมา หรือตลอดหลักสูตรการศึกษาไม่เป็นไปตามหลักเกณฑ์ที่กำหนดเรื่องคุณสมบัติทางการศึกษาจะต้องมีหนังสือรับรองผลการเรียน จากสถานศึกษามาแสดงว่าเป็นผู้ที่มีผลการเรียนเทียบเท่ากับผลการเรียนที่กำหนดไว้ในแต่ละหน่วยทุน หากผู้ใดไม่มีหนังสือรับรองผลการเรียนมาแสดง จะถือว่าไม่มีสิทธิในการสมัครสอบครั้งนี้

8.ต้องไม่เป็นนักศึกษาในระดับปริญญาเอกในประเทศ และถ้าผุ้สมัครเป็นนักศึกษาในระดับปริญญาโทในประเทศ และได้เริ่มทำวิทยานิพนธ์ไปแล้ว หากเป็นผู้ได้รับทุนต้องทำวิทยานิพนธ์ให้เสร็จก่อน จึงออกเดินไทางไปศึกษาวิชา ณ ต่างประเทศได้

6.หนังสือรับรองจากหัวหน้่าส่วนราชการว่าเป็นผู้ที่ปฏิบัติภารกิจประจำที่รับผิดชอบ หรือจะได้รับมอบหมายภารกิจประจะให้รับผิดชอบที่เกี่ยวข้องกับสาขาวิชาที่จะไปศึกษา ตามแบบฟอร์มสนง.กพ.5.1 ในกรณีที่ผู้สมัครสอบเป็นข้าราชการพลเรือน หรือบุคลากรภาครัฐต้องได้รับการรับรองภายในวันที่ 17 December 2554
